Access to Any Program or ACTIVITY of recipient of Federal Financial Assistance/Part II

This is the second part of "Any Program or ACTIVITY of recipient of Federal Financial Assistance" where I asked to be allowed to access the computers and internet in 2008. One of the head men of the library was asked to look into WHY they asked me to leave the library; when the security guard came to me to aske me to leave; I had someone on the phone (who had more authrity than he did) and asked the security guard to speak loud enough for the person on the other end of the phone to listen to: He did. He said the lady-African American asked him to ask me to leave the library; I asked the security guard why?; He said that he didn't know why; so I called one of the head men and asked him to tell me why I was asked to leave. I looked at the library policy; and I had not violated any of them; However they had turned off all the computers without notice and after I asked for the telephone numbers to a couple of places they asked me to leaave=????

Anyway as I was reading the letter it dawned on me that I was dealing with the same thing; again. ACCESS to the computers, which is a violation of FEDERAL LAW; but who is going to inforce it? And have yeat to have anyone respond to issue of Federal law=???? Federal law says they can't stop a patron from using services they get money for; which probably includes who the security guard works for also; they probably get Federal money!!!!!!!!

Page 72:

It is against the law for a recipient of Federal Financial Assistance to decide who will be admitted or have access to any Federal Financial assisted program or Activity.

When the Winston-Salem Forsyth County Public Library who is a recipient of a Federal financial Assistance Program , “The library Technology ACT” denied me access to the internet, it was a violation of the law because they decided who would be admitted or have access to a Federal Financial Assistance Program/Activity.

Also as a result of being denied ACCESS to the internet and computers it has been EXTREMELY inconvenient in terms of communicating and maintianing daily living. The internet and computers are a necessity of life not accessing the information on the internet has also caused stress because of in ability to access the information.

Being that there is a view of the local community in which discrimination is evident(documented) in:

A. Race- am African American (Africans from Africa paid by dominate race have blocked ACCESS to: etc.)

B. National-Origin - Born in the United States of America vs being born outside of the United States or being a foreigner (sp) of color.(documented).

C. Religion - Not the dominate practicing (silent) religion in/of the local community in Winston-Salem, North Carolina (documented).

D. Sex - Surplus of women/Shortage of men/males in which local community in Winston-Salem North Carolina’s system of balance surplus (documented).

E. Age - Anyone of African American race in the local community in
Winston-Salem, North Carolina, socioeconomic status pending deals with elements (documented) if over 40.

F. Belief - The System of Democracy in which the local community in the city of Winston-Salem operates in a different manner (documented); thus seeking EQUAL OPPORTUNITY!

THUS BASED UPON RACE, NATIONAL ORIGIN, RELIGION, SEX, AGE AND BELIEF, DOCUMENTATION; AM REQUESTING REVERSAL OF DENIAL OF access to Internet and the computers. Without the use of computer (which are more convenient in the downtown (5th Street) W.- S. Forsyth County Public Library one can’t ever write a resume and there are NO computers available to anyone who is not allowed to sign in through S.A.M. (Smart Access Manager. Access to information on the internet is crucial when seeking information about Civil Rights, laws, etc. was not able to access because everything was on the internet or at the Central location (downtown).

The librarian printed Central Library page off of the internet and said, “Most of the government information is on line; that most of the up to date information; about the government/laws/civil Rights would be downtown at the Central Library or on the internet” Of which at the present moment both have been difficult for me to obtain because of denial of access tot he internet and income.

Following are a list of attachments.


1. Item (Number) written in Charlene Edwards (assisted Librarian of Carver Road Brand): when I asked for book about Civil Rights was given #323092 by Ms. Edwards (why not an Encyclopedia?) The book is about Martin Luther King - which makes me wonder if Ms. Edwards was trying to send a message of the final plight of Martin Luther King concerning myself, or those in my sphere if I pursue my Civil Rights.

2. Item (Board of Election and telephone number) Also written by Charlene Edwards to verify her handwriting.

3. Book mark of W-S Forsyth County Public Library Food for FINES: Based upon the bookmark, some people can donate food in exchange for fines ( I was never offered that option.)

4. Central Library Printout; Given to me by Charlene Edwards t o verity that information about laws, government civil rights are at the Central Library or on the internet. She would not put it in writing that Daraver Road Branch Library does not have the NOrth Carolina General Statutes (Civil Rights).

Statement of the name of the internet system used by Winston-Salem Forsyth County Public Library : SAM (Smart Access Manager) which not having access tot he Smart Access Manager, interferes, violates and lessens opportunities to be smarter.


Financial statement for Winston-Salem Forsyth County Public Library fiscal year 2006-2007 for Federal Funds.


Verification of the numerous times I have been denied /blocked from access of the internet/computers.

Since 2000 when first encountering the internet on a regular basis which ws to achieve a higher educational level, access tot he internet has been an issue. So much so that I requested an investigation into situation when/which seemed to be isolated.


Equal Opportunity is the law, especially for recipients of Federal Financial Assistance, which include the Winston-Salem, Forsyth County Public Library receiving the ‘LSTA’ funds. Thus this is a request for Equal ACCESS to the internet and computers at the Winston-Salem Forsyth County Public Library branches; along with the request for Equal Opportunity to have Equal Access to the internet and the computers at/ through the Winston-Salem Forsyth County Public Library branch.


Look Forward to a response and being that it has been a while since the denial of access tot he internet, would greatly appreciate the concept of “deliberate speed” being applied to those concerned not ending in the plight of Dr. Martin Luther King and would greatly appreciate that if threats would cease and d-----? from through other elements within the Winston-Salem Forsyth County system; which includes subliminal and otherwise.
